General Rules and Guidelines
A-SPORTSMANSHIP
Good sportsmanship must be displayed by all competitors and judges at all times during the tournament. Both competitors and judges must always show proper respect and courtesy to everyone involved in the tournament. Remember that everything you do reflects upon YOU, YOUR SCHOOL, YOUR TEACHER, and KUK SOOL WON.
B- SAFETY EQUIPMENT AND UNIFORM STANDARDS
Safety equipment is mandatory in all sparring divisions. Competitors may not compete without it.
1- Foam-type hand and foot pads must be worn. No tape or leather pads and no open-finger gloves are allowed.
2- Foam-type headgear is mandatory. Shin pads are recommended.
3- All competitors must have a mouthpiece and may not spar without it.
4- All male competitors must wear a groin cup. It is recommended that women wear breast protectors.
It is highly recommended that males wear a groin cup during Self-Defense and Technique competitions.
In order to compete, all competitors must be in possesion of a WKSA ID and number.
All competitors must wear a standard Kuk Sool Won uniform at all times during their competition. Uniforms must be neat, clean and odor-free. Jacket sleeves are not to be rolled up above the elbows except if necessary for weapons competition. A full uniform must be worn at all presentation ceremonies. No awards will be presented to any competitor not in full uniform.
C- JUDGING
1- Only Black Belts are allowed to judge. All judges must follow the dress code standards set forth for each tournament or they may be disqualified as a tournament judge. The Center Judge in all rings and all divisions must sit in the center chair of their ring.
2- Judges must always strive to be consistent with their judging and never show bias or favoritism for or against any competitor or fellow judge.
D-These general rules provide the guidelines for defining the rules of WKSA tournaments. The rules may be customized by written permission only from the WKSA. The tournament director is responsible for providing the specific changes to the rules in the form of an attached "Clarification of Rules" for each.
E- Any situation not covered by these rules will be dealt with by the arbitrator (appointed by the tournament director). The arbitrator will consult with the referees or judges and render a decision. The decision of the arbitrator is final and may not be appealed.
F- These rules will be regarded as the standard for all subsequent Kuk Sool tournaments, including those held outside the United States. To alter or change these rules in any way is against WKSA policy without the express written permission of WKSA.

Judging Guidelines and Rules of Competition
FORMS (Empty-Hand)
Competitors must perform the hyung of their belt rank, according to the Kuk Sool Won video tapes or text book. Specific variations of this requirement may be used for very young competitors.

JUDGING
1- The number of judges required for forms competition depends on the division being judged. The standard number of judges for forms competition is as follows:
-Below Black Belt Divisions -- 3 judges
-Black Belt Divisions -- 5 judges (high and low scores are thrown out)
-Grand Championship Divisions -- 7 judges (high and low scores are thrown out)
2- All forms should be judged by the text book or video standard, plus balance, execution of techniques, focus, and the five "Hyung By-Laws" that govern Kuk Sool forms training.
3- At the beginning of each forms division, the first three competitors will perform their form and then the judges will give the scores for each of the first three competitors. The remaining competitors will be scored immediately following their form. When scoring a form, the center judge will call for the scores and all judges will hold up their scores at the same time and show the scores front and back for all to see.
4- If a tie occurs during forms competition (and it affects the first four places), then the competitors who are tied must repeat the same form. If a tie occurs for the second time, the form for the next lower belt must be performed by the competitors who are tied. If a lower form cannot be performed, then the same form must be performed a third time. As a tiebreaker, judges may score the form or hold a point-off.
5- If a competitor under Black Belt forgets a form they may start over and receive a score with appropriate deduction. A Black Belt who forgets form may not start over or be scored.

WEAPONS FORMS
Competitors must perform weapons hyung according to Kuk Sool Won video tape number "6" or the Kuk Sool sword or staff handbooks. This division is only for Brown Belt and above.

JUDGING
The rules that apply to empty-hand forms also apply to weapons forms, with the following additional rules:
-If a competitor drops his/her weapon, he or she is automatically disqualified and may not start over or be scored.
-If a weapon breaks during a competition, that competitor may start over (same form) with a new weapon and no penalty.

SELF-DEFENSE
This category is for competitors of Brown Belt and above only. This competition will consist of a one-minute empty-hand self-defense routine, performed before a panel of judges. Weapons may be used to attack but not used in defense. No music is allowed. Competitors must display good techniques but in a continuous flowing form, not segmented as in the Techniques category. Judges will be looking for showmanship, not acting skills! Acrobatics can be included where the competitor can perform them with skill. No props or spoken lines are allowed. Competitor´s partners must be the same rank or lower.

JUDGING
1- Self-defense competition will be allowed for Brown, Black-Brown, and Black Belts only. This competition will consist of a one-minute empty-hand self-defense routine. Weapons may be used for attack, but may not be used for defense. Competitor´s partners must be of the same rank or lower.
2- The self-defense routine should be judged on martial art content, balance, execution of techniques, timing, speed, difficulty of techniques, smoothness of movement, continuity of routine, and principles of You-Won-Hwa. Self-defense competition is considered a team competition, and the performance of the partner is considered in the judging, even though only one of the partners receives an award.
3- Competitors should be judged on their ability to react to their partner, not on their "acting" abilities. No props or "lines" are allowed. No weapons are allowed for defense. The only weapons that may be used for attack are rubber or wood knife, staff, or wooden sword.

Empty-hand techniques must be performed as shown in the Kuk Sool Won video tapes or text book, including the follow-through, take-down, and completion of technique. The partner must fall correctly. Competitor has the choice of any three techniques in his/her rank category.

JUDGING
1- Competitor has the choice of any three techniques within his/her rank category. The competitor performing the techniques will be judged. The performance of his/her partner will not be taken into consideration in the judging, although the partner will be expected to exhibit proper falling techniques. A partner who does not fall properly may adversely impact the scoring. All techniques chosen for this competition must be from the WKSA standard lesson course as shown in the WKSA video tapes or text books. Competitors´ partners must be the same rank or lower.
2- Competitors should be judged on precision of technique, smoothness, control of their partner, balance, and the principles of YOU-WON-HWA.
3- If a tie occurs during technique competition (and it affects the first four places), then the competitors who are tied will repeat the same techniques. If a tie occurs for the second time, then the competitors will perform three techniques selected by the judges from the syllabus for their belt rank.

BREAKING
This category is for competitors of Brown Belt and above. Judges will allow only once chance per technique.
Belt
Brown High Spin Kick (left and right legs).
Over 40 years old: same technique, but the height may be adjusted.
Black-Brown High Spin Kick (left and right legs).
Over 40 years old: same technique, but the height may be adjusted or two boards separated (6 inches) with a Middle Spin Kick.
1st Dahn High, Middle, Low Spin Kick (left and right legs).
Over 40 years old: same spin kicks, but heights may be adjusted or two boards separated, descending (downward) Palm Strike with left and right hand.
2nd Dahn Scissor Kick or Yahng Bahl Kick.
Over 40 years old: same technique but height may be adjusted or three boards separated, descending (downward) Palm Strike right or left hand.
The specific breaking techniques to be used in this tournament for each belt rank is stated on the tournament application form. Any variation from these specific requirements must receive prior approval from the tournament director.
Holding techniques for Kuk Sool competitions are as follows:
1- For breaking with spin kicks, boards will be held with two fingers only. Usually thumb and index finger are used for holding.
2- For horizontal techniques (such as Spin Kick) where the boards are to be "slightly separated," the boards will be held six inches apart.
3- For horizontal techniques, boards will be held at the following heighths: -
High is when the bottom of the board is even with the top of the competitor´s head.
-Middle is when the center of the board is even with the competitor´s stomach (Solar Plexus).
-Low is when the bottom of the board is even with the center of the competitor´s ankle.
-"Over 40" For over 40 years old the high board may be lowered to just above the Middle (chest level).
4- For vertical techniques (such as Palm Strike), boards will be held at the following heighths:
-High will be even with the competitor´s chin.
-Middle will be even with the competitor´s stomach (Solar Plexus).
-Low will be just above the competitor´s knee.
5- Jump Spin Kick may be substituted for High Spin Kick.

JUDGING
1- Standard breaking materials are wood and cement. The tournament director for each tournament will decide which material and which specific breaking techniques will be used for competition. If more than one breaking technique is selected for a belt rank, then the tournament director should select breaks that are roughly equivalent in difficulty. The attached "Clarification of Rules" should also specify how and where the breaking materials are to be held.
2-Breaking competition will be allowed for Brown, Black-Brown, and Black Belt divisions only.
3- Breaking material will be supplied by the tournament director. Competitors will not be allowed to bring their own material or to select which material they will use. Cracked or otherwise damaged breaking materials may not be used for competiton.
4- When wood is used as a breaking material, it should be white or yellow pine. Standard sizes for breaking materials are:
-Wood, standard size: 12 inches x 12 inches x 1 inch
-Wood, alternate size: 12 inches x 10 inches x 1 inch
-Wood, children´s size: 12 inches x 6 inches x 1 inch
-Cement (cinder blocks): 12 inches x 6 inches x 1 inch
5- Breaking material will be chosen from the top of the stack by a judge or appointed assistant for each competitor. If the competitor does not break, the judges must select new material off the top of the stack for the next competitor. The same material must not be used for more than one competitor unless the material was not touched during the attempted break.
6- Competitors get only one attempt to break. However, for two-handed holding techniques, if the holders let go and cannot hold the board or cement in place, the competitor may try again.
7- In case of a tie, the competitors must break again using the same technique. If a tie occurs a second time, an alternate breaking technique within that competitor´s rank category will be chosen.
8- Competitors will be judged on etiquette, attitude, precision of technique, smoothness, power, speed, balance, and recovery after the break.
9- Specific judging criteria:
a-The first and foremost criteria for selecting the winner will be the number of successful breaks acheived.
b-If a board is broken the judge(s) must award a score based on the following criteria: etiquette, attitude, precision of the technique, smoothness and recovery after the break.
c-In the event of a tie, the competitor displaying the best formality (etiquette, attitude and recovery) will be judged the winner. A panel of judges will award subjective points to choose a winner.
d-If no boards are broken, no places will be awarded.

SPARRING
Correct safety equipment is compulsory (head gear, mouthpiece, cup for men, boots and gloves are mandatory).
Level classification is as follows:
-White/Yellow -- Beginner
-Blue/Red -- Intermediate
-Brown/Brown-Black -- Advanced
JUDGING
1- Competition sparring is a friendly match between two opponents. It should always remain friendly. The referees must ensure that any un-sportsman-like conduct is stopped immediately and both contestants reminded that this is a friendly competition, not a life and death fight.
2- Elimination matches will consist of one round with a two minute time limit. The round will end either when the time expires or when there is a five-point spread. The competitor with the higher score at the end of the round will win. If the score is tied at the end of the round, the first competitor to score a point in "sudden death" overtime will win.
3-Grand Championship matches will consist of two rounds with a two minute time limit on each round (the second round is a continuation of the first round). Each round will end either when the time expires or when there is a five-point spread in the scores. If there is a tie at the end of the second round, the first competitor to score a point in a "sudden death" overtime will win.
4- Elimination matches require three referees. Grand Championship matches require five referees. The center referee will control the ring. The other referees will take positions in opposite corners of the ring.
5- Only the center referee or arbitrator may stop the clock. The clock may be stopped if an injury or accident occurs, if there is interference from outside the ring, if sparring equipment needs repair or adjustment, or any time the center referee deems it necessary to stop the clock.
6- Elimination matches require at least two referees to verify a point. Grand Championship matches require at least three referees to verify a point. Verifying referees must call the same scoring technique. If the referees call different techniques, the point cannot be verified.
7- When a point is scored, the judge(s) should yell out "POINT" and wait for the center referee to stop the match. Competitors will walk back to the starting lines, then the center referee will call for all referees to score. All referees must score at the same time and a majority must score on the same technique in order to verify a point. The clock is not stopped for scoring points unless a referee conference is necessary.
8- Only "very light contact" or "no contact" sparring is permitted. "No contact" techniques may score a point if the referees consider the technique to be close enough and proficient enough to warrant awarding a point. Also "very light contact" may score a point if the referees agree that it is NOT excess contact and that the technique is proficient enough to warrant awarding a point. It is the responsibility of the referees to insure that only "very light contact" and "no contact" techniques are used.
9- Excessive contact is not permitted. Excessive contact occurs when:
-blood is drawn
-a competitor´s wind is knocked out and he or she cannot breathe
-a bright red spot appears following the contact
-a competitor´s head rocks back sharply after being hit
This rule is critical to the safety of the competitors. The consistency of enforcing this rule is of paramount importance for the smooth operation of all sparring matches.
10- Warnings for excessive contact must be agreed upon by a majority of the referees. Penalties for excessive contact are as follows:
For excessive contact where a bright red spot appears of where the competitor´s head is knocked back:
-For the first warning, no point will be given or taken away.
-For the second warning, one point will be given to the competitor that was hit.
-For the third warning, the competitor will be disqualified.
For excessive contact where blood is drawn or the breath is knocked out, the competitor is automatically disqualified.
Warnings do not carry over from match to match. The count on the number of warnings issued for a competitor starts over at the beginning of a new match.
11- Warnings will be given by the center referee and must be agreed upon by a majority of the referees. Warnings are given for the following:
a- when excessive contact is made
b- disregarding the referee´s instructions
c- un-sportsman-like conduct
d- intentional take-down or throw
e- vicious or malicious contact
f- running away or turning one´s back on the opponent to escape
g- stalling the match
h- initiating an attack outside the ring
i- striking any part of the body that is not a designated target area
j- uncontrolled techniques
12- Disqualification will be given by the center referee and must be agreed upon by a majority of the referees. Rules for disqualifications are as follows:
a- BAD MANNERS or DISORDERLY CONDUCT at any time during a WKSA tournament will result in immediate disqualification with no warning.
b- A competitor may be disqualified for any irresponsible or malicious act.
c- Referees may, by a unanimous decision, disqualify a competitor without warning for any safety concern.
d- A competitor may be disqualified without warning for excessive contact if blood is drawn or if the opponent´s wind is knocked out of them and they cannot breathe.
13- A point is scored when a majority of the referees verify that a hand or foot technique has been executed to a legal target area (as designated below). The following additional rules apply to scoring points:
a- A competitor with one foot in the ring can score on a competitor that is out of the ring.
b- Stepping out of bounds with both feet constitutes a foul. After three fouls, one point will be awarded to the opponent. For each additional foul, one additional point will be awarded to the opponent. If the competitor is pushed or knocked out of bounds, this does not constitute a foul.
c-Two points will be scored for verified kicks to the head and face (technique must be controlled). One point will be scored for all other verified techniques.
d- Referees should not score points for sloppy, uncontrolled, blind or unbalanced techniques.
14- Legal target areas are as follows:
a- Front and side of the head
b- Front and side of the body
15- The following techniques are not permitted in WKSA tournaments:
a- groin techniques
b- sweeps or take-downs
c- contact to the top or back of the head
d- kicking techniques to the legs
e- throws and joint locks
f- any technique intended to cause injury (such as eye gouges, throat strikes, etc.)

B- WORLD KUK SOOL ASSOCIATION Demonstration Competition Rules (1995)There will be four Black Belt divisions (1st, 2nd, 3rd, 4th degree). Demonstrations may consist of self-defense, techniques, weapons breaking/cutting or any combination. See the following rules for specifics concerning the demonstration competition. --------------------------------------------------------------------------------
GENERAL
To qualify for Black Belt competition, all competitors must assist with judging the under-Black Belt divisions.
Regardless of your demonstration, you must compete in the division equal to your rank.
Only KUK SOOL techniques will be allowed. Only Korean-style weapons will be permitted. No "Ki Ahp Sool" (also called Bi Doh) techniques will be allowed.
All competitors must wear the Official Kuk Sool General´s Demonstration Uniform.
Demonstration partners or team members must be of that division rank or lower. Absolutely no higher-rank partners or team members.

LENGTH OF TIME FOR DEMONSTRATIONS
All demonstrations will be 1 minute and 15 seconds total duration.
If you run over 1 minute, 15 seconds you will lose one full point.
If you run over 1 minute, 30 seconds you will be disqualified.

WEAPONS DEMONSTRATIONS
Fighting applications, Promise (pre-arranged) sparring only. (NO Free Sparring).
Absolutely no "LIVE" blades for sparring routines.
All weapons will be check by the judges prior to competition.
Proper weapons etiquette must be shown at all times.
Safety for all concerned must be demonstrated at all times.

BREAKING DEMONSTRATIONS
Breaking will be open to all Black Belt divisions.
Breaking using weapons and/or cutting techniques will be for 3rd and 4th degrees only. Live blades may be used for Hyung or cutting only, NOT for weapons sparring.
All competitors must have their Breaking Materials and holders ready in advance. Materials must be provided by the demonstrator.
Competitors showing any breech of etiquette will be disqualified immediately.
